How to Get a Philippine Postal ID

The bank would not let Ate S and M open a savings account without 2 valid IDs. Aside from the Condominium IDs issued to the employees of the residents, they don't have any other identification card so the teller suggested that they get Postal IDs.





HOW TO APPLY FOR A POSTAL ID

  1. Go to the nearest PhilPost Office. It is best if you go to the post office in your zip code.
  2. Ask for a copy of the Postal ID Application Form or Form No. 391. They will probably give you a photocopy. The form is free here in Quezon City but I heard that some cities charge a minimal fee.
  3. Fill in the upper half portion of the application form with your personal data.
  4. Have your picture taken. You need to attach 3 identical 2x2 ID pictures with white background to your application form.
  5. After filling up the form and attaching 1 picture, we had the form photocopied so that Ate S and M would have 4 copies each. (1 for the post office, 1 for the barangay, 1 for the notary public and 1 personal copy) This is not required but we did it in case the Barangay Captain and the notary public ask for a copy.
  6. Bring the application form to your Barangay Hall.
  7. Request for a Certification from the Barangay Captain that you are a resident of the Barangay. The Barangay Captain will fill up the bottom portion of your application form and give you a photocopy of his/her valid ID. He may or may not ask to retain 1 copy of the application form. Our barangay charges P50 for this.
  8. While you are in the Barangay Hall, get a Community Tax Certificate. You need this to complete your application form. Ate S and M paid P50 each.
  9. Have the application form duly notarized. There is usually a notary public near barangay halls. The notary public will ask for a copy of the notarized document. Notarization costs around P150 per document.
  10. Go get a NSO certified copy of your birth or marriage certificate. (Click here for tips on how to get one.)
  11. Submit the following to the post office: 1) Duly accomplished application form [notarized with attached photocopy of the Barangay Captain's valid ID]; 2) 3 pcs. 2x2 ID picture with white background; 3) NSO certified copy of birth or marriage certificate; and 4) P315 postal ID fee. The postal ID fees vary from city to city.
  12. Expect to come back for the ID after a few days. In the case of Ate S and M, they were able to get the ID after 3 days.
Estimated Total Cost: P815
1. ID Picture - P60
2. Barangay Certification - P50
3. Community Tax Certificate - P50
4. Birth Certificate - P140
4. Notarization - P150
5. Postal ID Fee - P315
6. Others (Transportation, Food, Photocopying) - P50

It is EXPENSIVE. Good thing it is valid for 5 years.

Ate S
and M now both have BPI savings accounts. Their next goal is to get voter IDs.

NOTE:
  • For applicants without a birth certificate, they have to submit a certification of no record from the Local Civil Registrar or a negative certification from NSO plus any of 2 of the following requirements: baptismal certificate, permanent Elementary School Record 137-E, marriage contract of parents issued by LCR (if single) or marriage contract of applicant (if married) or certificate of Live Birth duly signed and properly filled up.
  • Instead of a certification from the Barangay Captain, the applicant may submit: a valid NBI clearance; if student, certification from the Principal or School Registrar, together with photocopy of the valid identification card of the Principal or School Registrar; or if employed, certification from the employer with the employer's valid identification card.

wow! how expensive!! luckily, the postoffice agreed for me to vouch for my yayas (i filled up the supporting affidavit of witness part). so i only paid: photo (50p); CTC- 5p; Post Office ID fee - 315p + others (transpo for the ctc and xerox) - 30p -- total is about P400p per yaya :D

@inlabsiloka and nathaniel - Different cities have different requirements. I personally think they should have a standard fee since it's the post office who gives out these IDs. I'll email nga the Postmaster General. Hahaha!

sa maid namin 300 lng ah all inclusive, pinadala lng namin thru mr. postman and after 2 days nandyan na. valid for 3-4 years i think.

hindi ko alam kung sa quezon city ba ako kukuha ng postal id o sa pasig. Sa quezon city kasi ako lumaki and nung nagparegister ako for voter's id, dun sa qc hall nakaregister name ko.. pero dito na ngayon ako sa pasig nakatira. almost two years na ako dito. please HELP. :(

Buti nga bayad mo sa photo P60.00 pesos lang, eh ako siningil ako P80.00 last january 5, 2011. hanip sa taga mahal pa SM Mall. ung UNANO na maputi ang buhok sa MCPO sya . nakakahiya ang kapal imagina P80.00. WALA PANG RESIBO!

kakukuha ko lang kanina ng postal id.. the requirements are:
* application form – a 2-page paper worth 2.00 Php which you can get at the post office near you
* 3 pcs 2x2 picture w/ white background.
* 1 photocopy of brgy clearance
* 1 photocopy of marriage contract (if married) and birth certificate
* 320 pesos (released after 3 working days)

Depende siguro sa branch kung gano sila kahigpit sa req. or gano katagal ung process.. Kung gusto nyo dun din kayo kumuha sa branch na pinagkuhanan namin..

grabe ang mahal naman ng gastos makakuha kalang ng postal ID eh nakatira ka naman dito sa pilipinas. dapat ang mga ganitong bagay eh nakukuha nalang ng libre, dapat ang gobyerno natin di na pinagkakakitaan ang mga serbisyong ganito dahil nagbabayad naman tayo ng 12% na tax or more. hayyyssss... hirap mabuhay sa pinas. =D

The French is there because it was the language for diplomacy dati. Older passports (not sure kung Philippines din) had them, I think.

Hi, I have a lot of questions, pls answer as soon as you can. Anyone. (1)How long will it take to get a postal ID? Let's say you're in a hurry. I need to get it until March 28 for my job application requirement. (2) Is that possible? (3)Is this the easiest ID to claim? Dito sa amin 475 na ang package, at sayo pa yung pagpa-notaryo. Is it true na 3 years na lang ang validity ng ID?

Sana meron din rush samin tulad ng nasabi ni 3KLion. I need it ASAP kasi for opening a bank account.

@Joymyn - There is no standard processing time for postal IDs. It seems some post offices can expedite release but there are others that cannot.

got my credit card application in a pending status because they are asking for a valid ID. In LIPA CITY Branch they are asking for 345.00 Processing fee so if you are living in the province and felt like having a Postal ID, make sure you have an assured 1000.00 in your pocket..
@joymyn, i guess the easiest ID to claim is the TIN ID.

i applied for a postal ID here in cainta this week lang, and they charged me 3P10 which will be delivered in 7days pa. the guy only indicated P200 sa receipt ko. naka-breakdown pang P175-postal ID, P25-delivery fee. i asked them why 200 lang ang nakadeclare, a lady answered me (higher level yata sa nag-assist sken) bayad raw sa abodago for notaryo. i said it SHOULD BE declared, then they she answered "e kasi hindi naman nag-iissue ng receipts ang abodago e" ---tama ba yun?! feeling ko pinerahan nila ako, pati na yung ibang tao. ang rush nila is 510pesos. sobrang kamkam naman yun!

@Helen - Sumbong mo sa BIR yun lawyer kung gusto mo. Ask for a copy of the notarized affidivit para makita mo yung name nya.

Problem lang with that is you are supposed to appear before the notary public before he notarizes your document. Mahuhuli ka naman na di ka nagpakita sa abogado.

^^ i went there last wed para kuhanin yung postal ID ko. take note, ako pa ang kumuha considering na dapat ideliver nila yun at may delivery fee pa na siningil sken. kailangang kailangan ko na kasi yung ID as requirement e. anyways, i asked another lady kung bakit magkaiba ang singil nila sa resibo and she gave me the same answer. na parang naiirita na dahil ilang beses na nga ako nagtanong ng ganun. i wanted to know kasi baka sila sila lang rin gumagawa ng dahilan. i was asking for a refund of 25 pesos sa delivery fee and she refused to give it to me. wala ako pake if how much pa yan, pero kasi namimihasa mga buwaya na yan e. too bad nadadamay yung ibang hindi corrupt sa gov't because of people and employees like them.

about sa notary, sila lang raw ang may contact nun. e kung magbabayad lang rin pala ng extra sa notaryo, edi sana sinama na lang nila sa requirements un na isa-submit sa kanila.

^^^ tinanong ko rin yan, sabi nila pwede naman raw. my friend kasi ako na gusto rin magpagawa, sa cainta na sya for 3years, pero ang permanent address nya is sa QC talaga. i don't know if sinasabi lang nilang pwede for the sake na may masingil sila ulit 300+ fee.

para dun sa nagpost ng 570pesos. baka same tayo ng case. siningil kasi ako ng 310 sa ilang days mo hihintayin at 510 pag rush.

@mischa.. sorry sa late response, i hope it's not too late. yes madali lang naman. meron na rin nagpaprocess ng cedula sa municipality ninyo. as long as you have all the requirements, wala na prob sa processing. yun lang mataas ang singil nila pag one day processing.

@aaron, ask ko lang bakit tumatagal ang pagkuha ng postal id, e pwede naman palang during the day maprocess? hindi ko maintindihan bat nila kelangan perahan mga tao

Meron na ako postal i.d. kaya ako nagpost dito kasi gusto ko icompare yung procedure at cost sa mga ibang taong nagpagawa. sobra kasi maningil yung sa Cainta e. at yung kasama nag ang notaryo, dapat dinedeclare rin yun sa receipt. yung sa akin kasi pinagbayad ako ng 300+ tapos ang nilagay lang sa receipt ko is 200-something lang. nung tinanong ko yung postmaster, tsaka lang nila sinabi na para raw sa notaryo yun at kesho di rin naman raw sila binibigyan ng resibo ng abogado kaya di nila dinedeclare. dapat kung magkano singil e sya ring nakasulat sa resibo.

hello..im from imus, cavite.i lost my postal id last year, and now that I need to get a new postal id, i went to imus post ofis. nagulat ako sa changes sa requirements. You have to submit orig nso authenticated birth and marriage certs (if married ka). take note: each cert costs P140..you have to submit the orig and 3 photocopies,nbi clearance,brgy clearance, cedula, and 3pcs 2x2 pics. The fee is P350, wait ka for 10 days. If you want the next day makuha agad, they will charge you P550. Bakit ganun? Iba iba ang requirements sa pagkuha ng postal id sa bawat post office sa Pilipinas?

Nagprocess ako ng postal I.D. today and luckily mabilis lang, mga 15 minutes lang din tapos na. Gumastos ako ng 320 for the processing of ID and 150 for notary...Meron naman na kasi ako dati pa nung mga ibang requirements kaya di ko na sinama sa total expenses ko. Pero ang gastos ko siguro sa mga yun: photo=50, brgy. clearance=20, CTC=5. Yun lang. Ndi naman na kailangan birth certificate dun sa list ng requirements for postal I.D. dun sa amin...

Good day po sa lahat. Kakukuha ko lang ng Postal ID sa Taguig City Hall and it's easy naman. You just have to wait for 30 minutes depende kung marami taong nakapila. Requirements: Barangay Clearance, Cedula, 3 pcs. 2x2 picture with white background, certified NSO certificate (photocopied) and P310.00 na babayaran. After ng kalahatig oras, may Postal ID ka na. :) Sana po nakatulong. Have a good day!
